Why getting too many automatic redirections were attempted ?

I have in csharp a small simple program that i'm downloading images with.
The problem is when i'm clicking in xampp on the START button of apache and it's running i'm getting my csharp all the time the error:

too many automatic redirections were attempted


Once i stopped the apache it's all working fine.
How can i configure or what could be the reason that xampp or is it the apache cause this error ?

I have xampp control panel version 3.2.1
And i'm using windows 8.1 pro 64bit
