Unable to start Apache or MySQL

Windows 7 OS

I just installed XAMPP 1.8.3-5, from the control panel I installed Apache and MySQL. When I tried to install them I get these errors:
2:22:09 PM [Apache] Attempting to start Apache service...
2:23:04 PM [mysql] Attempting to start MySQL service...
2:23:05 PM [mysql] Status change detected: running
2:23:10 PM [mysql] Status change detected: stopped
2:23:10 PM [mysql] Error: MySQL shutdown unexpectedly.
2:23:10 PM [mysql] This may be due to a blocked port, missing dependencies,
2:23:10 PM [mysql] improper privileges, a crash, or a shutdown by another method.
2:23:10 PM [mysql] Press the Logs button to view error logs and check
2:23:10 PM [mysql] the Windows Event Viewer for more clues
2:23:10 PM [mysql] If you need more help, copy and post this
2:23:10 PM [mysql] entire log window on the forums

The Windows Event Viewer shows this for Apache:
The Apache service named

reported the following error: >>>
httpd.exe: Syntax error on line 37 of C:/xampp-win32-1.8.3-5-VC11/xampp/apache/conf/httpd.conf: ServerRoot must be a valid directory
The event number is 3299



This is displayed for MySQL:
Can't create test file \xampp\mysql\data\User-PC.lower
It shows the error number as event 100

I tried running xampp as adminstrator
I disabled any application I thought might be conflicting
I turned off my Windows UAC
I do have Norton Security Suite installed, but not sure what changes if any need to be made here.

Any help correcting this will be greatly appreciated, I need to get this running for some web development classes I am taking.
