Fresh Install of 1.8.3-5-VC11 exe

I just did a fresh install of xampp 1.8.3-5VC11-installer.exe on my Win 8.1 pro system, install seems to have gone OK, if I run index.html I get the
"it works!" message, but if I run
index.php I get:

Something is wrong with the XAMPP INSTALLATION :-(

Message, can anyone tell me what I did wrong :cry:

What did you do to "run" that file?

I tried to open with FF & IE 11

I don't asked for the specific application.
What explicit actions did you use ("I clicked ...", "I typed ...", something like that, step by step)

Sorry, I opened the xampp control panel, ran as administrator,
started apache
started MySQL
Opened FF, clicked file, open file, browsed to c:xampp/htdocs then double clicked index.php
and got the error.

Okay, now it's clear.

You can't simply "open" a php file in your browser, you need to request it.
What happens if you type in your browsers address bar http://localhost/index.php ?
