Which openssl.exe is the correct one?

Hello,

I have noticed there are two different verions of OpenSSL within Xampp, those being:

xampp\apache\bin\openssl.exe
xampp\php\extras\openssl\openssl.exe

Which one is the right one to use when attempting to create a self-signed cert?

Your making certs for Apache, can't go wrong using the one in it's /bin folder.
