xampp launch s/w

when i was about to click the icon of Xampp, it shown error : 127
is it because, i didn't install ms sql server ?
lastly, after i uninstalled the xampp s/w, i can't delete the htdocs folder and pop up : c:\xampp\htdocs is not accessible .. access is denied
