CSS changes do not take affects WHY ??

i am student developing php site , when i change css style means edit it changes do not take affects even if i change background color from green to black it wont change y i am new to php xampp plz need help

This is not a question of PHP. It may be a cache problem - try to clear the browser cache and try again.
