No, i simply want to know if your Mobile is in the same WLAN/LAN as your Xampp PC. Possibly your Mobile is NOT connected to your WLAN, but via Simcard.

If you want to access Xampp PC from you Mobile, you must enter IP of Xampp PC: http://192.168.10.8

But I dont know, IF your mobile really is connected to your WLAN. Each Mobile can have TWO connections - one via Wifi(WLAN), one via Simcard. If you are connected via Simcard only, you cannot reach your Xampp PC.

i had in Tablet SIM but removed it long ago..

I dont know, if your PC can connect BOTH, via LAN (Cable) and/or via WLAN (Wireless) - that debends on the hardware. For WLAN your PC must have an WLAN Adapter on Board.

Also, your Router may be configured different for LAN and WLAN (i dont know this, i dont know your router, i dont know your configuration). You still explain very very badly.

BUT ALL FAILED

ONLY PC WORKS....

I installed XAMPP in another Local PC and works - seems first PC (that do not work) has a setting problem... you have any idea?

Nothing. You asked for a reason, why the (other) PC could not be reached. This is very often due to an installation/configuration of a firewall (a firewall is a piece of software, which is designed to protect your PC from outside).

It was only a guess.

Windows has a firewall for example, but it is on you, how to configure it.

may cache clear of windows like clean: cached host file etc?

success after deactivate firewall,

if firewall active can NOT reach PC, the mobile device...

... thats what i told you a whole month ago!!

this is normal or if whitelist static IP - i can success have firewall enabled and working...?
