Installer won't execute/run

My laptop's OS is Windows 8.1. I uninstalled my xampp, my xampp works fine btw, to install the latest version(1.8.3.3-4) but the installer won't run. The cursor just load-freeze but I can still do other tasks and open other installers. I tried it on my desktop(Windows 7) and it does work fine. I restarted and tried it once again with my antivirus, malwarebytes, firewall, and UAC disabled to no avail. Please help I don't know how to troubleshoot this further. I need to use xampp sooner

EDIT: I tried installing back 1.8.3-3 but now it has the same problem. I cannot install xampp!

Everything's okay now. I just downloaded the .zip version instead and read the instructions included in the zip. Thanks!
