error message 1017

I have a new error message that is confounding me and I would sincerely appreciate any insights. All was going well with my Bill Weinman course until yesterday and another error comes up. The error is this:
query #9: SQLSTATE[HY000]: General error: 1017 Can't find file: '.\scratch\error@003a@0020cannot@0020update@0020reconciled@0020row@0020in@0020widgetsale.frm' (errno: 13 - Permission denied)
So far, I have been unable to find a solution to this problem. I have searched the web without any solution. Many sites list this error, but they don't address a solution. I was making headway with the course until this latest foobar came upon me. Any help would be much appreciated. Thank you for your support.
