XXAMP 'Start the Installer' Issues

Hello there! I decided to host a webserver on my "piece of junk" HP Pavillion a520n. I have had an issue ever since I reinstalled the OS of getting the XXAMP installer to work. I have been using the xxamp-win32-1.8.3-4-VC11-installer.exe installer, and I am getting this error.



Replace the Apache HTTP Server with XXAMP. I couldn't get a screenshot because even my print screen software wouldn't work properly.
I might aswell say I have also tried installing .NET Framework 3.5 and 4.0. I did this to fix up Wamp, but it didn't seem to work for XXAMP.

Help is appreciated!
