Looking at error 19 (read above the 119 error), it says ERROR_WRITE_PROTECT in the MySQL documentation (as it asks you to check). To me, that means the file is still open/locked by another process. Many times it was shutting down, it looked like root still had database files open. File open could be a webapp, workbench, or even antivirus. Next time it doesn't shut down properly, check your processes or tasks might have that file open.
