how to ftp into localhost?

Something simple I thought I'd never have to do.

I need to ftp into localhost from the same computer xampp is running on. Using Filezilla, I try to log in as anonymous, etc. and connection refused.

BTW filezilla is a separate install on this machine, didn't install it with xampp.
