XAMPP Blocked

Hello,

I have downloaded XAMPP 1.8.3/PHP5.5.11 as I am trying to learn PHP and MySQL. I had previously tried to download Zend Community Edition, but I wound up uninstalling that. When I try to open XAMPP in either IE or Mozilla by typing http://localhost, it won't connect. Zend left behind a file on my I can't delete. Its location is C:\Programfiles(X86)\Zend. When I try to delete the file, I get a dialogue box saying "You'll need to provide Administrator permission to delete this folder." If I click continue, another box appears stating "The action can't be completed because the folder or file in it is open in another program." Does anybody have any ideas how I can delete this file so I can use XAMPP? I appreciate any advice.
