Help Please! 30$ Bitcoin Reward!

I am hosting a tor hidden service with XAMPP. For some reason, every 30 or so seconds the site goes offline, and I must click stop then start on apache for it to go up for another 30 seconds.
I've used XAMPP and apache for this exact thing before, and never experienced this problem.
Does anyone know what may be the cause for this? Whoever can give me a solution that leads to the problem being fixed I will tip 30$ in Bitcoin as a token of my appreciation.
