I was trying to get LDAP and single sign-on (SSO) to work, but kept running into issues whenever I enabled LDAP over SSL (LDAPS). The problem turns out that xampp or apache has hardcoded the path to C:\xampp\apache\%SYSCONFDIR%\ldap.conf , which is different than where it traditionally is - C:\OpenLDAP\sysconf\ldap.conf. I'm not sure if this is an apache bug, php bug, or xampp bug, but I figured I would submit it anyways, as it did cause me quite a headache.
