xampp how to show popup when port 80 occupied

on windows
when you start xampp
I would xampp to show popup window if port 80 occupied by another service, typically skype, or another istance of apache
Its simple to do?
I woud just a popup window and not netstat in the xamp control panel
It shold be possible if start xampp pass by a .bat file, handling erorr show message with echo?
