I am using xampp first time. I am using window xp Service Pack 3.
I am facing following problem :

And why dont you simply solve it (by following the concrete advice)? Just in case you overlooked it:

if you don't to make setting. just deactive the skype or configure the port. so there is nothing port be blocked.
