How to management Host in Xampp?

I use a virtual server VPS Windows Server 2008. I have XAMPP installed and configured, stable operation.
But now, I want to share my VPS for 3 others. They want a host interface management (as Cpanel, Zpanel Plesk..., but Cpanel Only works on Linux; Plesk for Windows also). I don't know Plesk can be installed with XAMPP or not? Or have other software to manager my vps (divided vps into several hosting, user have host interface management, which can generate SQL, upload/download, manage file...)
