XAMPP 1.8.3 for Windows 8 Installation

Name is Graham and I am a true novice. Was referred to XAMPP for installation for PHP and MYSQL etc as an easy solution for non coder. Followed all the instructions, including establishing security passwords and have Apache and MYSQL running and displaying time/date php file. First item in control panel was running panel with admin rights (determined right click opening of control panel helped that but when I tried to do some examples of creating databases I was denied access and message was to include process privileges?
Any guidance to understand what I need to do is much appreciated. My computer is a Windows 8, x64 machine
I did do the installer option versus the zip file.
