Responsive designs not working properly with XAMPP in IE

This is an extremely odd problem, I originally thought it was a wordpress problem so I installed joomla instead and it does the same thing.

What happens is that any theme or template that is designed to be responsive is completely locked into its "mobile" version when viewed in any version of IE. Tested on 9, 10, and 11. Of course, they all work fine in Firefox. I tried completely uninstalling wordpress, joomla, and XAMPP itself. Reinstalled, left everything on all installations at the default settings, it still does it.

Any ideas?

It may be the browser in "intranet" mode causing compatibility issues.

You sir, are a genius. I went into the IE compatibility view settings, and there was a little box at the bottom "view all intranet sites in compatibility view" checked.

Unchecked it and it works like a charm. Thanks!

A big thanks to problem solver. I was also facing same issue. I am working on a self storage web site design and it was not opening properly in mobile version and on IE. I did the settings that you have mentioned and it worked awesome. Thanks once again.
