You have no idea what mysqltuner.pl does - it is NOT(!!) an online tool which is executed via Browser, it is simply called in a Command Shell! See Linux instructions for example:

I think that you might edit the script in order to apply some userids and passwords or so, as well you cannot start it on Windows CommandShell with the help of the Shebang line (that is the first line in the script, which qualifies the Perl Interpreter), but you have to pass it to the Perl Interpreter via Command Line.
If you want to run it via Xampp / Browser, simply copy it in to your htdocs and enter corresponding URL in your browser (i.e.
http://localhost/mysqltuner.pl), but you must edit the script anyway and change the Sheband Line to your Perl Path. I am not sure if this script will run in an Apache environment (as it does not output HTTP / HTML).
Why dont you find these things, i never heard about mysqltuner.pl and it took me 1 minute to find out how it is supposed to be used?
