XAMPP Troubleshooting

Hi, I'm trying to install XAMPP on a Windows 2003 box. I'm really only interested in Apache with PHP and Perl, so I did not install MySQL as well.

I downloaded this: http://www.apachefriends.org/download.php?xampp-win32-1.8.2-3-VC9-installer.exe

I ran it, not selecting MySQL. I specified an installation folder on the D drive, not the C drive, but otherwise left the installation folder intact, so my path was D:\xampp. It installed with no errors. I started the control panel and successfully installed and started the Apache service.

I was at this point in the installation instructions: http://www.apachefriends.org/en/xampp-windows.html#1173

When I go to test by connecting to localhost, I get "Firefox can't establish a connection to the server at 127.0.0.1". Unfortunately, the installation instructions do not provide for what to do if the test they suggest fails, so I have no idea where to begin. Anyone have any idea how I can find out what's broken and fix it?
