I've already config the "httpd-xampp.conf" under the # New XAMPP security concept to ALLOW from all but still having this problem.
Do you guys still have any idea what i can do ??

Not really. We don't know what it is you want to do, how you are set up, or how you are trying to do it.

Please undo this change immediately because that can produce security issues.
Explain exactly what you want to do.

i wanted to access phpmyadmin to create mysql Database however it's having access forbidden i need to create a database from there.

That is by far not enough information.
