Attempted Joomla reinstall, not working this time

Hello, I think I may be having problems with my host.
I created a Joomla (3.1) page. The next time I logged in my data was missing. I tried to start over by downloading Joomla (3.2) and reinstalling via XAMPP. I previously was at least able to create a database joomla with PHPMyAdmin, but nothing showed up mywebsite/joomla32.
Now, however, entering localhost now fails to load a page. What should I do?
