Error 2002 - Unable to access phpmyadmin

Hello,

I'm using a Windows Server 2008 R2 Enterprise Edition and installed the latest 1.8.3 version of Xampp on it. This is a completely fresh install on a completely new operating system.
I'm able to start the Apache and Tomcat services from the Xampp control Panel, but when I try to start the MySql service, I get the following error - "MYSQL shutdown unexpectedly"

When I try to access PhPMyAdmin, I get the following error - #2002 - No Connection could be made because the target machine actively refused it

I have tried all steps given in previous posts on this forum including the "bind-127.0.0.1" option, but nothing has worked. Could someone please help me out with this.

Best to follow instructions from location where you quote this error message.

phpMyAdmin can't connect because server isn't running. Fix 1 and 2 should fall in place.
