I just installed XAMPP ver. 8.2.1. I'm running Windows 7, SP1.

I'm not sure I know what I'm doing, but I tried to config Apache files by moving port 80 to 81 and 443 to 444.
Still not working.

Can anyone give me some suggestions on what to do?

Hello,

If you change the ports in the Apache config files, you also need to change them in the XAMPP Control Panel or it will still look for the old ports.

Also, PID 4 is the System process which typically means a Windows Service is blocking those ports. One common blocker is the World Wide Web Publishing service. You can click the Services button in the XAMPP Control Panel, see if that service is there, and stop/disable it.
