Apache is not starting on my windows 8 64-bit

Hello,

PID 4 is the System process which typically means a Windows Service is blocking that port.

You can click the Services button in the XAMPP Control Panel to see your services list.

One common blocker has been World Wide Web Publishing Service. This is a component of IIS and can be stopped/disabled if you are not using it.
