newbie, how do I setup sites and cgi like a real web server

I would like to be able to setup site like in the real world e.g.

http://localhost/~bill/cgi-bin/test.cgi

so user would be able to logon upload there web site / scripts and test it all. is there an easy way of doing this.

i said something in a previous post about making cgi work site wide, its in the httpd config file it even says it. as far as hosting cpannel? i thik it works on windows.
