I, Librarian

I am trying to make a portable (USB key) installation of I,Librarian with XAMPP, for the Apache/PHP, and Portableapps XAMPP launcher to toggle on/off XAMPP. After I've installed all required software and I got XAMPP running, when I put in 127.0.0.1:8080/Librarian in the adress bar I get "can't connect to web page" and if I use localhost/Librarian, I get "Forbidden You don't have permission to access /librarian on this server". I've got similar results on Win7 and WinXP. Is this doable? What am I missing?
