Hi guys - this question
use your text editor to manually create the config.inc.php file,
(you can copy config.sample.inc.php to get minimal configuration file ) in the main (top-level) phpMyAdmin directory (the one
that contains index.php).

Hello,

Yes, it is telling you, if you want, you can copy the contents of 'config.sample.in.php' into 'confg.inc.php' and put 'config.inc.php' into the same directory. That said, you should not need to do this as 'config.inc.php' should already exist and be configured for XAMPP. You can just make edits to it as you need.
