Irc client

Hi,

To start: I already searched this forum and Google for quite a bit, but I couldn't find a satisfying result. (searching irc on this entire forum showed 0 results?)
My problem: I'd like an IRC client for my XAMPP server, so I can direct people to my server, so they can browse to my http url, where they are opted to type in the IRC server of their choice, and can start chatting.

I googled for something like this, but couldn't find anything besides Linux 'clients'. I'd like one for my Windows XAMPP.
Any help is really appreciated.
