2 problems and 1 question,please help

For the last 1 month i have been searching the internet for this solution
1st problem:my phpmyadmin says #1045 - Access denied for user 'root'@'localhost' (using password: YES or NO)
I have tried editing in config.inc and my.ini
2nd problem:When changing my password it says ERROR: The string for the user name and password must be 3 to 15 characters long. Special characters like <öäü (usw.) and empty characters are not allowed!
Question:Why is my localhost address like this?
