XAMPP and pwm

I'm a newbie trying to get pwm (Open Source Password Self Service for LDAP directories - https://code.google.com/p/pwm/) running under XAMPP. I'm running it on a Windows 2008 r2 64-bit server that I've installed XAMPP. I put the war file that comes with the pwm download in the tomcat /webapps dir, restarted the Tomcat service and then tried to browse to the site and it's not resolving.
I also tried to copy/paste the pwm dir that got create after the war file was exploded in tomcat to \xampp\htdocs\. This didn't resolve it either.

ANY help would be much appreciated!
