MySQL Server Remote Management

I installed XAMPP 1.7.4 and i want use my databases with an external software like Navicat or ODBC from a remote computer.
I have mapped the 3306 port (MySQL), i have a dynamic IP with a DNS host and my Firewall has the properly rules to allow external connections on this port.
Nevertheless, i tried to add the following line "bind-address=MY-SERVER-LOCAL IP" on my.conf MySQL File, but what i restart the service, i have an error in log file that talks about of a conflict because i could have 2 servers on the same IP, and this is not true.
How i can use a MySQL Server from a remote and graphical environment?? Something betther that PHPMyadmin
