Great day to be a coder Apache community! Hello I am IT_Guy, it would seem I am having some small issues with my URL and google seems to hold no true help. (shocking) So I am coming to the source! I am sure this is a common problem but here is the issue:

I am using a free domain with no-ip.org. When someone enters in my domain it take's them to my website as it should. But instead of displaying the domain name it shows my IP. This is not professional and not very secure. So that is my problem now here are my questions:

1.) I think I need something called a "A record" but what is this and is there another option? (I do plan on purchasing a full domain later down the road)
2.) Is it possible to use No-ip free domains with my xampp and have it show that domain? Or do I need to buy a domain before I can get my IP to stop showing.

Depends on the Domain Name Service Provider. Ask the support of no-ip because it is fully their konfiguration issue.

So then this has nothing to do with xampps HOST files? I did google search this quiet a bit before coming here. And many sites told me to edit the HOST files on my computer and on the server computer for xampp. Knowing what I know though i did not do this because other computers cannot read my HOST file why would changing them help. I will talk to No-ip support team.

Are you saying that there is no way to run a free domain on xampp and have it show the domain?

The Windows HOSTS file simulates a basic DNS. This is only needed if you want to simulate urls on your very own pc (which is not what you are asking for).

No, thats not what i said. Running XAMPP accessible from the internet or other potential insecure networks is not supported here.
XAMPP is configurated as a local test and development environment.
