whenever I try to navigate to the location of a png image I have on a web page, it says that access is denied, but its fully read-accessible. When I go to the apache control panel, the following errors are displayed:

8:17:44 AM [apache] Apache Service Detected With Wrong Path
8:17:44 AM [apache] Uninstall the service manually first
8:17:44 AM [apache] Possible problem detected!
8:17:44 AM [apache] Port 80 in use by "httpd.exe"!
8:17:44 AM [apache] Possible problem detected!
8:17:44 AM [apache] Port 443 in use by "httpd.exe"!
8:17:44 AM [mysql] MySQL Service Detected With Wrong Path
8:17:44 AM [mysql] Uninstall the service manually first
8:17:44 AM [mysql] Possible problem detected!
8:17:44 AM [mysql] Port 3306 in use by "mysqld.exe"!
8:17:44 AM [main] Starting Check-Timer
8:17:44 AM [main] Control Panel Ready

the only thing I can think of that has changed is that windows did some automatic updates a few days ago. It was working fine before that.

Those messages lead me to believe that an Apache and MySQL are running from possibly a different/old XAMPP installation. You should remove those and make sure it is using the XAMPP installation you think it is.
