filenames with accent

Hi
I've installed Xampp 1.8.0. and updated PHP to 5.4.10 in Windows XP (2012-12-29).
I could workaround filenames (for downloading) including apostrophes, but no way trying with filenames including special characters like accents and others.
When I downloaded all files for testing purposes to a server, there was no need for workarounds and all files were read, so the problem should be Xampp configuration.
I would like not to rename files avoiding special characters, that's not the right solution.
Any help?
