Problem Opening Port 30000?

Hello,

I have been using XAMPP for a couple of weeks to develop an OpenCart eCommerce site. Mostly, things have gone well. Currently, I am trying to test a module which connects to a Canada Post server to get shipping rates. To do this it has to use Port 30000. I keep getting an error that indicates that the attempt to connect timed out & could not make a connection. Is there anything inherent in the Apache server that would prevent the app from opening Port 30000? Do I have to do anything special to make that happen? (As an aside, I am using a PayPal payment module & everything works fine with it hooking up to their server).
