error #2002 - Help!

Hey guys,

Sorry brand new to this stuff - just want to be able to build a worpress site offline before sending it live (friend has one up and doesnt want any downtime).
Ive installed latest version of xampp and have unzipped wordpress files etc. But i keep getting this when i try to get into: http://localhost/phpmyadmin/

#2002 - No connection could be made because the target machine actively refused it.

The server is not responding (or the local server's socket is not correctly configured).

Ive read about a hundred posts about this but its all a bit of gibberish to me - can anyone please give me the special needs version step by step, so lost?!
