Cannot connect: invalid settings.

I've seen this issue all over the boards but none of the solutions corrected my issue.

I receive the

Cannot connect: invalid settings. phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in your configuration and make sure that they correspond to the information given by the administrator of the MySQL server.

error message after clicking on the Admin button in the XAMPP Control Panel. I have tried the following:

Verified that my username and password are correct in the config.inc.php file. This info I am sure of.
Changed the 'auth_type' to cookie (no change), to 'http' (no change).
Rebooted the PC
Verified XAMPP is running with Administrator privileges.
Verified that my other localhost applications are running. I have a Wordpress install and a Joomla install, both are working as desired.

Anyone have other things to try as I would rather not uninstall and reinstall XAMPP.
