PHP not running

Hello everyone!
I am a total newbie in the web design world and wanted to start with WordPress. I have Windows 7 x64.
I downloaded the wordpress file and read that I need PHP and MySQL. So I downloaded xampp, I ran as administrator but I got the following message:
"Important! Because an activated User Account Control on your system some functions of XAMPP are possibly restricted. With UAC please avoid to install XAMPP to C:\Program Files (x86) (missing write permissions). Or deactivate UAC with msconfig after this setup."
I clicked ok and continued to install Xampp on c:\xampp as suggested in another thread. It seemed to work so far, so when the xampp control panel opened I pressed on the start button on Apache and MySQL and they are running. But when I follow the instructions to install WordPress and try to open wp-admin/install.php in my browser it gives me that error:
"WordPress requires that your web server is running PHP. Your server does not have PHP installed, or PHP is turned off."
Any ideas?

Any ideas?

HOW do you "open" this file?
What dows your browsers address bar show if you get this Error Message?
