Shell Upload gets redirected to tmp folder?

So, I try to upload my shell and it gets stored in the tmp folder, There is nothing in the TMP folder except why.tmp.

Here is what I uploaded

Upload: shells.dll
Type: application/octet-stream
Size: 1.3271484375 Kb
Stored in: C:\xampp\tmp\php8CC9.tmp

Is there anyway to make it upload the file to a specific folder like htdocs?
