The access denied is a result of the control panel expecting a certain privilege level (Admin) and it being denied because it is running with a lesser account. There is a message in the control panel when you start it that said if you are not running with Admin privileges, you will have issues with services if you do not start it with Admin access.
In the latest control panel version, I spent some time reducing the privileges requested where Admin privileges are not needed. This should help with that issue (you will still need Admin to install/uninstall services). You can get the latest version from the link in my signature.
