accessing a folder containing a php file

I have installed moodle 2.3 windows version and all going well. I want to add a folder and run a php file, so that connected users can open the webpage like "....demo/index.php" but not sure where to put the folder which contain a php application. I tested this in my webserver, it works fine. but want to access through intranet in the moodle package.
I placed the folder inside moodle, moodledata, php, apache directories...but all vein i could not access...any help will be appreciated.
