Permissions for cgi-bin on Thumb Drive version

Hi,
I have the 8.0 lite version on a flash drive and I have my form webpage in the apache/httpdocs directory and have a perl script in the folder /cgi-bin and have the perl refrence in my script as #!"F:\xampp\perl\bin\mini-perl.exe". When I submit my form I get the error "Access Denied", so I went to the flash drive and changed the sharing permissions for the "cgi-bin" folder, but I am still getting the error. Any suggestions?
