Newbie question releated DBA support and other extensions

I've managed to create a database (accounts.db) using certain program, however I am unable to use dba_open(); because I couldn't manage to install dba support.
Whenever I am trying to get DBA on php.net I get non-dll files and when I've searched google for .dll files and put it into xammp/php/ext it didn't really work.
So I would be really pleased if someone explained everything to me in details
