PROBLEM: Cannot connect with external IP most of the time

I'm not sure if anyone has this problem or has had this problem, but here goes.

I have the latest Xampp installed and I have port 80 and 443 forwarded in my router for Apache.

SOMETIMES my website will show up, but most of the time, I get a page that says Unable to connect.

I contacted my ISP (Time Warner Cable - Road Runner) and they said they aren't blocking anything.

Here's my router information. I am hoping to get this fixed asap because I'm trying to get my website launched. It works fine on "localhost" and my IPv4 IP.

Sorry for the delay in response. Yes, I am hosting from a laptop connected to WiFi. I've never had this problem until now.
