Says port 80 is open but cannot connect to external IP

I have been having a problem for a while with Apache. I installed Xampp on my computer and my website is viewable by typing localhost or my dynamic IP. When I type my external IP, it doesn't connect. I port forwarded port 80. I went to http://www.canyouseeme.org to check if port 80 was blocked and it's not. Any other possible solutions?

I tried contacting Time Warner Cable, Ubee and Oswald from Apache Friends, and no reply from any of them.

I read online that I can try to change the Apache port but I'm unsure how to do that. I went to "/apache/conf/httpd.conf" and changed the port. I port forwarded the new port and it didn't work.

Anyone know something I can try?

What is the difference between your dynamic IP and external IP?

Some routers do not allow loopback. Have someone from outside your network try your external IP.

Wow, didn't notice I typed "dynamic" in my post. Sorry about that. I meant to say I can view my website on localhost and my IPv4 IP (192.168.0.6), but not on my external IP.
