no access authorization for xampp folder after restart

Hi,
i installed Xampp on my computer with Windows 7 as operating system and i'm the administrator.
Without a restart i can use the whole Xampp functions.
But after a restart i've no access authorization to open the Xampp control panel or the folder C:/xampp.

Things, i tried to solve this problem:
i changed port 80 to port 81 because there were other threads where i got the information to do this.
I tried to open Xampp Control panel as administrator -> fail.
I tried to unlock the folder with programmes like unlocker but it doesn't work.

Does somebody know what to do in this case?

what is the exact error you get?

Changing the port is probably not relevant to this issue

If i want to start the control panel, following error: To the specified device, path or file or can not be accessed. You may not have sufficient privileges to access the element.

Did you copy the Control Panel onto your desktop???
