xampp installed says it ok but the Joomla programing icons are frozen on the computer, also an existing web site Joomla program icons I use will not work, this is only on the computer I installed these programs on, any ideas I can use.

You will have to explain that a bit better. what exactly is a 'Joomla programming icon'.
